The designated operator of Italy, Poste Italiane, wishes to inform other Union member countries and their designated operators that, following the entry into force of the new European Union (EU) Customs Regulation 382/2026 on 1 July 2026, which abolished the customs duty exemption threshold, the Malpensa Lonate Pozzolo office of exchange has been experiencing delays in the customs clearance of inbound parcels originating from non-EU countries. This situation has also been impacted by IT issues, which are being continuously addressed. Consequently, Poste Italiane is currently unable to meet its normal service standards. Poste Italiane has activated all available recovery measures to restore normal processing operations as quickly as possible and minimize the impact on its services. Based on the current assessment, a return to normal operations is expected in the course of August 2026. Poste Italiane thanks designated operators for their understanding and cooperation. Updates on the situation will be provided via EmIS as additional information becomes available.

United States of America - Operational adjustments at USPS Los Angeles (LAX) international mail facility

The designated operator of the United States of America, United States Postal Service (USPS), wishes to inform Union member countries and their designated operators of some temporary operational changes currently taking place at the receiving facility of its office of exchange located in Los Angeles (USLAXA). On 20 July 2026, this receiving facility underwent equipment modifications to enhance efficiency and to align with current customer demands. Despite the operational changes resulting from this facility upgrade, the USPS has confirmed that contingency plans are in place to ensure that mail continues to be received without delay. The transition period for these changes involves a phased approach to manual and automated processing to accommodate the equipment upgrades. On 20 and 21 July 2026, the receiving facility for USLAXA relied exclusively on manual operations for all incoming international mail. This initial phase aimed to ensure that sorting and handling continued seamlessly while the new systems were being integrated. Following the initial two-day period, the facility’s schedule is currently shifting to a hybrid model from 22 to 30 July 2026. During this week, manual operations are being conducted Monday through Friday from 07.00 to 17.00 Pacific time (UTC+7), following which normal automated processes are scheduled to resume each day immediately after 17.00 Pacific time. This arrangement will allow for continuous processing while minimizing disruption during peak operational hours. Should you have any questions or concerns, please contact International Operations Inquiries at Q32FG0@usps.gov . USPS thanks all designated operators for their cooperation in this matter, and will inform them through a follow-up EmIS message once these temporary operational changes have been completed.

Gibraltar - Transport arrangements

The designated operator of the United Kingdom Overseas Territory of Gibraltar, the Royal Gibraltar Post Office, wishes to inform Union member countries and their designated operators of an important change affecting the conveyance of international mail to and from Gibraltar. Following the implementation of the agreement between the European Union and the United Kingdom of Great Britain and Northern Ireland in respect of Gibraltar, which is expected to enter into provisional application on 15 July 2026, commercial air transport operating to and from Gibraltar will no longer be permitted to carry commercial freight, including postal mail. Only passengers' personal luggage and limited aircraft operational supplies may be transported on commercial flights. Therefore, with effect from 15 July 2026: * all inbound and outbound international letter-post, parcel-post and EMS items addressed to or originating from Gibraltar will be conveyed via land transport through Spain; * postal items will no longer be transported by air directly to or from Gibraltar; This change affects the mode of transport only. Postal services will continue to operate normally. Designated operators are requested to update their operational procedures and transport planning accordingly. While the Royal Gibraltar Post Office will endeavour to minimize any operational impact, designated operators should be aware that routeing via land transport may result in changes to transportation schedules and transit times during the implementation period. Further operational updates will be communicated through via EmIS should additional information become available. The Royal Gibraltar Post Office apologizes for the delay in issuing this communication and appreciates the continued cooperation and understanding of all Union member countries and their designated operators.

The designated operator of China, China Post Group Co., Ltd. (hereinafter referred to as "China Post"), wishes to inform Union member countries and their designated operators that Typhoon Bavi, the ninth typhoon so far this year, is severely affecting the southeastern coastal areas of China. With maximum wind speeds up to force 16 near its centre, Typhoon Bavi is expected to make landfall on 11 July. The southeastern coastal areas of China will be affected by the typhoon and its accompanying heavy rainfall and strong winds, with some localities expecting extraordinary torrential rains. Heavy rainfall is also forecast in northern and northeastern China. Road flooding and traffic disruptions in the above-mentioned areas will cause service disruptions to varying degrees in the collection, transit and delivery of domestic and international mail (letter-post, parcel-post and EMS items). China Post is closely monitoring the movement of the typhoon and weather changes, making every effort to ensure the safety of mail and provide service support, rationally allocating resources, and doing its utmost to deliver mail safely while keeping employees safe. China Post thanks all Union member countries and their designated operators for their understanding and support, and will keep them updated via EmIS.

Venezuela (Bolivarian Rep.) - State of emergency and force majeure situation resulting from the natural disaster on 24 June 2026

The designated operator of Venezuela (Bolivarian Rep.), the Postal Telegraphic Institute of Venezuela (IPOSTEL), wishes to formally notify all Union member countries and their designated operators of the state of emergency and force majeure situation resulting from the natural disaster that occurred in Venezuela on 24 June 2026, when a series of high-magnitude seismic events were experienced. In response to this emergency, the National Executive immediately issued Decree No. 5,364, declaring a state of emergency throughout the national territory, as duly published in Official Gazette No. 7,039 (Extraordinary) on the same date. Given the impact of this incident, the Caracas Postal Centre (IPOSTEL’s headquarters) has been urgently designated as a collection point for receiving humanitarian aid and providing direct assistance to the affected population in the Caracas and La Guaira regions, prioritizing humanitarian efforts and the sheltering of approximately 1,500 people within the centre’s facilities. Accordingly, in compliance with international postal regulations and with the aim of safeguarding the physical safety of its workforce, IPOSTEL wishes to inform Union member countries and their designated operators of the temporary suspension of administrative and operational functions, as well as postal distribution and delivery activities, at all post offices nationwide. This suspension will be effective throughout the period from 24 June to 13 July 2026, during which comprehensive structural inspections are being conducted to ensure safe conditions. IPOSTEL also wishes to inform Union member countries and their designated operators that the Maiquetia International Postal Exchange Office (VEMAIA), located at Simón Bolivar International Airport in Maiquetia, has experienced severe infrastructural damage due to its proximity to the most affected area in La Guaira state. Consequently, while the possibility of safely reopening the airport terminal is being assessed, flights carrying international postal cargo are being diverted to Arturo Michelena International Airport in the city of Valencia, Carabobo state. IPOSTEL wishes to thank Union member countries and their designated operators in advance for their understanding regarding this exceptional situation, and has formally requested that the UPU International Bureau take the necessary steps to issue a circular notifying them about these temporary interruptions and the contingency measures adopted by Venezuela. In light of this situation, and in order to handle the flow of international mail, IPOSTEL is conducting the necessary technical and operational analyses for the extraordinary activation of the Valencia International Postal Exchange Office (VEVLNA), which will temporarily assume responsibility for the receipt and dispatch of international mail. IPOSTEL extends its deep gratitude to all the countries that have expressed their solidarity with Venezuela, and thanks all Union member countries and their designated operators for their cooperation.

Further to EmIS messages 048/2026, 050/2026 and 057/2026, the designated operator of Lebanon, LibanPost, wishes to inform Union member countries and their designated operators that the state of war persists following a significant deterioration in the security situation. Air strikes affecting Lebanon continue to cause extensive damage and civilian casualties. As a result, many airlines have not yet resumed their services to Lebanon. Furthermore, road closures (especially in the south of Lebanon) and security restrictions continue to have an impact on the opening hours of certain post offices and the ability to reach sensitive and closed areas. These factors will negatively affect LibanPost’s performance and service-level agreements, although the scope of the impact remains to be determined. LibanPost wishes to emphasize that it is doing its utmost to maintain its service levels despite the difficult situation. LibanPost thanks all Union member countries and their designated operators for their understanding, and apologizes for the inconvenience caused. It will keep them updated on the evolving situation via EmIS.
